This bill aims to expand pleasure boat access to Boston Harbor. It directs all state and municipal public agencies and authorities owning or controlling property within the City of Boston to identify and establish new mooring and docking facilities for pleasure boats, with a focus on improving the availability of short-term (hourly or daily) options for the general public. The agencies and authorities are required to issue requests for proposals to solicit the provision of necessary capital facilities, operations, and maintenance services to create these new public boating access points. The agencies may charge reasonable, market-rate fees to cover the costs of the new facilities. The bill also requires annual reporting on the locations of public tie-up, mooring, or docking facilities within the City of Boston, including in the Inner Harbor of the Port of Boston.
