This bill establishes the Finish Line Scholarship Program, which will provide scholarships to cover the entire cost of tuition and fees, except for the first year, for residents of Massachusetts whose family income is below the state's median. The Department of Higher Education will set guidelines for the program, including eligibility requirements, selection criteria, and other measures to increase student success and graduation rates, particularly for high-risk students. The funds for this program are meant to supplement, not replace, existing scholarship programs and cannot be used for courses or programs offered by non-public entities. If there are insufficient funds for all qualified applicants, the department will hold a lottery to distribute the available scholarships. The department is also required to provide an annual report to the state legislature analyzing the program's usage, achievements, and costs, along with recommendations for its future.
