This bill amends state law to require all municipalities to establish recycling programs that mandate the separation of recyclable and compostable waste from solid waste by residents, schools, and businesses. The programs must include curbside collection of recyclables in cities and towns where solid waste is collected at the curbside, and provide for the separation and storage of recyclables at municipal landfills or transfer stations where residents, schools, or businesses may take their solid waste. Additionally, the bill requires apartment buildings with three or more units and condominium associations of three or more units to provide the means and materials necessary for tenants or owners to participate in the municipal recycling program.
