The Merrimack River Watershed Council will manage and oversee the commission, which will include representatives from various state and local agencies, universities, and non-profit organizations. The commission will also be advised by an advisory panel consisting of representatives from municipalities, sewer operators, and conservation commissions along the Merrimack River. The commission is required to make recommendations and an implementation plan to establish a baseline health goal for the Merrimack River and submit a written report by January 1, 2023.
