This bill aims to stabilize the Commonwealth's nursing facilities by implementing several provisions. It requires the Executive Office of Health and Human Services to annually adjust Medicaid rates for nursing homes to account for inflationary costs using the Skilled Nursing Facility Market Basket Update. It also mandates the use of reported costs from the calendar year not more than 2 years prior to the current rate year to recognize current labor and resident care costs. Additionally, the bill sets the Nursing Cost Per Diem at the statewide average plus 10% to recognize nursing labor costs, provides a 5% upward adjustment to Medicaid rates for facilities serving a disproportionately high number of Medicaid residents, and ensures the capital payment for Department of Public Health Determination of Need approved construction projects is no less than the rate in effect on September 30, 2019.
