This bill creates a multi-family housing incentive pilot program within the Executive Office of Housing and Economic Development. The program will offer incentives to cities and towns to zone for substantial multi-family housing and/or mixed-use development near public transit infrastructure. The program will fund transportation infrastructure projects, such as rail/rapid transit stations, ferry terminals, and bus corridors, in or near the proposed zoning districts. The program will involve a competitive process where cities and towns can submit proposals, and the Secretary of Housing and Economic Development and the Secretary of Transportation will select the proposals that best meet certain criteria. The selected municipalities will then be required to take steps to zone for and permit the transit-oriented housing development, and contribute to funding the transit project. The program will be monitored and reported on annually, with the potential to be established on a continuing basis after the pilot is completed.
