This bill aims to expand voting options in Massachusetts. It allows any qualified voter to cast an early ballot by mail or in person for any primary or biennial state election, including city or town elections. The Secretary of the Commonwealth will mail an application to vote early by mail to all registered voters, and cities and towns must include such applications with voter registration acknowledgements. The bill also provides accommodations for voters with disabilities to access and return early voting ballots. Early voting periods are established, and the counting of early voting ballots is to be regulated by the Secretary. Additionally, the bill allows for the advance depositing of absentee and early voting ballots and applies certain election laws to unenrolled and designated voters participating in primary elections.
