This bill establishes a special commission to study the financial and environmental impacts of mattress disposal and end-of-life management on Massachusetts municipalities. The commission will examine existing mattress management options, such as recycling and material disposal, and make recommendations on policies and programs to increase mattress reuse and recycling, and to mitigate the financial and environmental costs of managing these materials. The commission will review all aspects of mattress disposal and end-of-life management, including the availability of local management options, costs and benefits to taxpayers and municipalities, programs and policies in other states, and opportunities to increase community impacts through partnerships with local nonprofit organizations that recycle mattresses. The commission will consist of representatives from the Department of Environmental Protection, the state legislature, the Governor's office, MassRecycle, Inc., and the International Sleep Products Association, and will report its findings and recommendations to the legislature by November 30, 2021.
