This bill aims to increase the involvement of non-custodial parents in childcare. It amends two existing laws - Chapter 208, Section 28 (related to support orders as part of divorce) and Chapter 209C, Section 9 (related to support orders for children born out of wedlock) - to require courts to determine if the non-custodial parent is available, capable, and willing to provide all or part of the childcare. If so, the court must include provisions in the support order allowing the non-custodial parent to provide such childcare, though the non-custodial parent is not authorized to enter the custodial parent's home for this purpose. A change in the non-custodial parent's availability to provide childcare is considered a material and substantial change in circumstances, allowing for modification of the existing judgment.
