This bill requires the Department of Housing and Community Development to establish an annual program of education, self-evaluation, and training for members of local planning boards and zoning boards of appeals at no cost to municipalities. The bill mandates that every board member complete the training program within 60 days of joining the board and every 2 years thereafter, either online or in-person. Upon completion, board members must provide notice of their training to the town or city clerk, which will be retained for 6 years. The department is required to consult with various planning associations in developing the training program and may contract with the Massachusetts Citizen Planner Training Collaborative to provide the education, self-evaluation, and training.
