This bill aims to create higher education opportunities for students with intellectual disabilities, autism, and other developmental disabilities. It amends existing laws to: 1. Expand the mission of public higher education institutions to include providing inclusive educational opportunities for individuals with severe intellectual disabilities, severe autism spectrum disorders, or other severe developmental disabilities. 2. Require public institutions of higher education to allow these individuals to participate in undergraduate academic courses, internships, work-based trainings, and extracurricular activities, even if they do not meet standard admission requirements. 3. Establish a discretionary grant program to support partnerships between school districts and public colleges to facilitate the transition of eligible students (18-21 years old) with severe disabilities from school to post-school activities and competitive employment. 4. Require the development of guidelines and inter-agency agreements to maximize federal funding and support the inclusion of these students in higher education. The bill emphasizes the importance of providing inclusive educational opportunities to help individuals with severe disabilities improve their academic achievement, develop employment and independent living skills, and enhance the learning environment for all.
