This bill aims to promote safety for victims of violent crime and human trafficking. It establishes a new chapter in the General Laws, Chapter 258F, which requires certifying entities (such as law enforcement agencies and prosecutors) to adopt policies for completing and signing nonimmigrant status certification forms for victims of criminal activity who intend to petition for nonimmigrant visas under 8 U.S.C. 1101(a)(15)(U) and victims of severe forms of trafficking in persons who intend to petition for nonimmigrant visas under 8 U.S.C. 1101(a)(15)(T). The bill also requires certifying entities to respond to such certification requests within 90 days and to report annually on the number of requests, certifications, and denials. Additionally, the bill creates an interagency crime victim certification steering committee to assist in the implementation of the new chapter, including developing training materials, creating sample policies, and monitoring the implementation of the policies.
