This bill aims to provide transparency for patients receiving care at hospital-based facilities. It requires hospital-based facilities that charge a "facility fee" (a separate fee from the professional medical fee) to inform patients before providing non-emergency services that: 1) the facility is licensed as part of the hospital, 2) the patient may incur greater financial liability than they would at a non-hospital-based facility, and 3) information on how to obtain the estimated financial liability. The bill also requires hospital-based facilities to clearly identify themselves as such in their signage, marketing, and other materials. The Commissioner of the relevant department is authorized to promulgate regulations to implement this law.
