This bill aims to promote the sustainability of snowmobiling in Massachusetts. It makes several changes to existing laws, including: 1) increasing the number of members on the Snowmobile and Recreational Vehicle Control Fund Advisory Committee from 13 to 15, with at least one member being a resident of certain western counties; 2) adding the Snowmobile Association of Massachusetts as a member of the Advisory Committee; 3) increasing the number of Advisory Committee members required for a quorum from 2 to 4; 4) increasing the number of votes required to conduct business from 6 to 7; 5) adding "recreational snowmobiling" to the list of activities considered "recreation" under the state's current use taxation law; 6) establishing an annual "free snowmobile weekend" where non-residents can operate snowmobiles on public and private trails without a registration or trail pass; and 7) prohibiting the operation of wheeled motor vehicles on designated snowmobile trails, with certain exceptions.
