This bill amends the Right-to-Know Law to allow agencies to petition the Office of Open Records to be relieved from an individual who the agency deems a "vexatious requester." The petition must provide details on the individual's conduct, such as the number of requests, their scope and nature, and how they have placed an unreasonable burden or intended to harass the agency. The Office of Open Records will then review the petition and determine whether further proceedings are warranted, which may include a hearing or mediation. If the petition is granted, the Office of Open Records can order the agency to not comply with future requests from the vexatious requester for up to one year. The final decision can be appealed to the Commonwealth Court.
