This bill aims to prevent the illegal trafficking of firearms. It does this by making several changes to existing laws: 1. It allows law enforcement and investigative officials to access the names and addresses of licensed gun owners for the purpose of enforcing the 30-day limit on purchasing, renting, or leasing firearms or large-capacity weapons. 2. It reduces the time a licensed dealer has to report a firearm sale from "forthwith" to within 30 minutes. 3. It requires licensed dealers to obtain a signed declaration from a customer that they have not purchased, rented, or leased a firearm or large-capacity weapon in the previous 30 days, and to receive confirmation from the state that this is the case, before completing a sale. 4. It establishes penalties, including fines and imprisonment, for individuals who purchase, rent, or lease more than one firearm or large-capacity weapon in a 30-day period, as well as for licensed dealers who sell to such individuals with knowledge or reason to know of the violation. The bill provides certain exemptions, such as for law enforcement, the military, and licensed collectors and museums.
