This bill aims to protect the privacy of 911 callers by designating the audio recording of a 911 call as private data, with the exception of a written transcript which would be made public upon request. The bill allows for the audio recording to be used for investigative purposes by law enforcement agencies and for training purposes related to public safety and emergency medical services. However, the release of the audio recording would be prohibited without the express written consent of the caller or a court order finding that the public's right to the recording outweighs the caller's privacy interests. The bill also exempts law enforcement personnel conducting investigations where the 911 call is or may be relevant.
