The findings and recommendations of the office are not binding, but provide an independent assessment to help create more cost-effective proposals. Legislators can request a review of the costs of a proposed bill at any time during the legislative process. The office will also prepare an annual report on the legislature's appropriations and the fiscal impact of bills signed into law. The funding for the office will be appropriated by the General Court from the general fund, and its books and records will be subject to audit by the state auditor's office.
