This bill repeals and replaces Chapter 277, Section 1 of the Massachusetts General Laws, which pertains to the issuance of writs of venire facias (a type of court order) for grand jurors. The key provisions of the bill are: 1) the clerk of the court in each county, in conjunction with the Jury Commissioner, shall issue letters of venire (summons) for grand jury service at least 28 days before certain quarterly dates; 2) the court shall select up to 23 grand jury members, with no fewer than 13, and may select up to 5 additional stand-by members; 3) if the grand jury's quorum is jeopardized during a session, the district attorney may petition the court to supplement the grand jury with additional jurors; and 4) at least 12 members must vote in the affirmative to issue a bill of indictment. The bill also repeals Sections 2 through 2H of Chapter 277.
