This bill establishes a Just Transition to Clean Energy Office within the Department of Career Services of the Executive Office of Labor and Workforce Development. The office's primary purpose is to ensure that workers employed in the energy sector who are displaced due to efforts to reduce greenhouse gas emissions or transition from fossil fuels to clean energy have immediate access to employment and training opportunities in clean energy industries and related fields. The bill also requires the creation of a Just Transition Advisory Committee to develop a Just Transition Plan that addresses various aspects of this transition, such as providing climate adjustment assistance benefits, education and training programs, and incentives for hiring displaced energy sector workers. Additionally, the bill requires employers in the energy sector who are closing a facility or significantly reducing their workforce due to the transition to clean energy to submit a workforce reduction plan to the office.
