This bill, the Build More Housing Near Transit Act of 2021, aims to amend the existing law (Title 49, United States Code) to include affordable housing incentives in certain capital investment grants for transit projects. Specifically, the bill would allow a higher weighting (up to 5 percentage points) for the economic development criteria if the applicant demonstrates efforts to preserve or encourage affordable housing near the transit project, such as through policies that allow for the approval of multi-family housing, single-room occupancy units, and accessory dwelling units without a discretionary review process, or by providing local capital sources for transit-oriented development. The bill also requires the applicant to complete and submit a housing feasibility assessment as part of the criteria relating to economic development. Additionally, the bill allows for the use of certain grant proceeds, such as those from the Housing and Community Development Act and the Public Works and Economic Development Act, for the planning or development of affordable housing located within half a mile of a new transit station.
