This bill requires the Executive Office of Health and Human Services, the Executive Office of Housing and Economic Development, the Executive Office of Public Safety and Security, and various other state agencies to develop a memorandum of understanding to establish an action plan to prevent individuals released from incarceration or residential treatment from being discharged into homelessness or emergency shelters. The plan may include enhanced institutional discharge planning, increased availability of community-based support services, and other models to link individuals with necessary services to maintain housing stability. The agencies must also identify and resolve barriers to comprehensive discharge planning and community-based services to achieve this goal. The memorandum of understanding and any recommended legislative or budgetary actions must be filed with the Governor and legislative committees by January 1, 2022.
