Bill Summary
Relative to fair housing assessments for large-scale housing developments. Housing.
AI Summary
This bill establishes a statewide affirmatively furthering fair housing framework. It requires any person who intends to construct a large-scale development (35 or more residential units) to complete a fair housing assessment and submit it to the Department of Housing and Community Development and the municipality where the construction will take place at least 180 days prior to the start of construction. The assessment must describe the projected impact of the development on fair housing, housing discrimination, and displacement, as well as how the proposed development would minimize harm and affirmatively further fair housing. The Department of Housing and Community Development may issue fines for noncompliance. The bill also requires the Department to promulgate regulations, including a schedule of fines, within 60 days of the bill's effective date.
