This bill creates an electronic backpack for foster children in Massachusetts. The electronic backpack will contain the educational records of each foster youth, including the names and addresses of educational providers, the youth's grade-level performance, and other relevant educational information. The Department of Children and Families, in consultation with the Office of the Child Advocate and the Department of Education, will develop and implement this program to ensure the educational stability of foster youth. The bill requires the Department to make the electronic backpack available to authorized decision-makers, medical providers, and other relevant parties, and to collaborate with the Department of Education to meet the needs of foster youth in every school district. The Department is required to implement the electronic backpack program within one year of the bill's passage.
