This bill aims to limit political spending by foreign-influenced corporations in elections. It defines a "foreign-influenced corporation" as one where at least 1% of its equity or voting shares is owned by a single foreign entity, or 5% or more is owned by multiple foreign entities, or a foreign investor participates in its political decision-making. The bill prohibits such corporations from making independent expenditures, electioneering communications, or contributions to certain political committees. It also requires corporations making such expenditures to certify, under penalty of perjury, that they are not foreign-influenced. Additionally, advertisements or communications funded by entities that have not received such certifications from their contributors must include a disclaimer that some of the funds may have been provided by foreign-influenced corporations.
