This bill proposes to amend the existing law to further regulate public building projects in Massachusetts. It would give the commissioner the authority to control and supervise any building project undertaken by a state agency or building authority when the estimated cost of the project exceeds $1 million and involves structural or mechanical work. The commissioner may also delegate project control and supervision to a state agency or building authority for projects involving structural or mechanical work with an estimated cost of less than $10 million, if the commissioner determines the agency or authority has the ability to control and supervise such a project. Except as otherwise provided, any state agency or building authority can control and supervise its own building projects when the estimated cost is less than $1 million or if the project does not involve structural or mechanical work.
