This bill aims to provide increased transparency and access to certain information for health care consumers. It requires health insurance policies, contracts, and plans to: (1) provide notice to enrollees about whether the plan uses a formulary, an explanation of what a formulary is, and how it is determined; (2) post the plan's formulary on the website in an accessible and searchable manner; (3) update the formulary within 72 hours of any changes; (4) use a standard template developed by the Division of Insurance to display the formulary; and (5) include detailed information on the formulary, such as prior authorization requirements, drug tiers and copayments, cost-sharing for provider-administered drugs, and how medications are included or excluded from the deductible. The bill applies to various types of health plans, including individual, group, and state employee plans.
