This bill establishes a commission to identify and measure the effectiveness of the policies implemented by Sections 52, 53, 54, 55, and 56 of Chapter 7 of the General Laws, commonly referred to as the "Pacheco Law." The commission will consist of 14 members, including representatives from the Joint Committee on Transportation and the Joint Committee on State Administration and Regulatory Oversight, as well as appointees from the Secretary of Transportation, Secretary of Administration and Finance, and the Governor. The commission will assess the net cost of public-private contracts for public transportation services relative to the Pacheco Law provisions and submit a report with any proposed legislative or regulatory changes to the Joint Committee on Transportation within 12 months of the bill's enactment.
