This bill aims to establish a High Quality Pre-Kindergarten Expansion grant program to support the development of high-quality, district-wide, full-day pre-kindergarten programs for children aged 2 years and 9 months to the age of kindergarten eligibility. The grants will be used to scale up a high-quality, mixed-delivery early education system to reduce the achievement gap and improve third-grade reading scores. The bill sets requirements for grant applicants, including a tracking system, child-to-instructor ratio, family engagement strategies, teacher qualification and professional development, and evidence-based curricula and instruction. Priority will be given to districts that have received prior early education grants. The bill also requires districts to submit plans to provide ongoing access to age-appropriate early education for all students by 2024, with the state departments of education and early education providing oversight and support.
