This bill aims to increase funding and enhance the mission of the Massachusetts Clean Energy Center (MassCEC). The key provisions include: 1. Establishing a new program within the MassCEC to support public entities, municipalities, and their residents in partnering with private entities to develop, pilot, and deploy solutions to decarbonize communities, buildings, homes, businesses, and vehicles. This program will provide resources such as feasibility studies, consulting services, grants, technical assistance, and consumer engagement initiatives. 2. Expanding the MassCEC's mission to include assisting the Commonwealth in achieving its greenhouse gas reduction targets and facilitating clean energy supply chain opportunities, particularly related to offshore wind development. 3. Expanding the MassCEC's focus areas to include advancing energy efficiency and electrification in new and existing buildings, accelerating the adoption of clean transportation technologies, and developing a modern, flexible grid to support increased electricity demand and distributed renewable energy generation. 4. Increasing the mandatory charge on electric customers from 0.5 to 1.5 mills per kilowatt-hour, and adding a mandatory charge of 14.65 mills per therm for all natural gas customers, to provide additional funding for the MassCEC's activities.
