This bill aims to create safe environments for home care workers and consumers. It requires the Executive Office of Health and Human Services, in consultation with various stakeholders, to adopt minimum standards and procedures for addressing abusive treatment and bullying of Massachusetts home care workers, personal care attendants, and consumers. The bill establishes a Home Care Worker and Consumer Abuse Stakeholder Advisory Committee to study and make recommendations on issues such as reporting and debriefing processes, tracking and record retention, informing workers of abuse patterns, and developing training and employer policies to prevent workplace violence and abuse. Additionally, the bill amends the state's employment discrimination law to include individual consumers of personal care attendants as employers.
