This bill establishes a working group to identify and evaluate the safe, efficient, and environmentally sound maintenance and improvement of unpaved (dirt and gravel) roads and paved low-volume roads (LVRs) in Massachusetts. The working group will develop a database of these roads, analyze maintenance and improvement costs, examine the relationship between climate change and costs, identify existing and potential funding sources, review existing studies, and determine the feasibility of creating a condition rating system and statewide standards for unpaved roads. The working group will be co-chaired by the Secretaries of Transportation and Energy and Environmental Affairs and will include representatives from various state agencies, local governments, and other relevant stakeholders. The group must hold its first meeting by January 1, 2022, and submit its findings to the legislature by June 30, 2022.
