This bill requires the Department of the State Auditor to include a component in its audits to detect and identify any rules, regulations, practices, or methods of operation that have a discriminatory impact on individuals based on race, color, religious creed, national origin, ancestry, sex, sexual orientation, or disability. The bill also establishes an anti-discrimination audit oversight panel to oversee a comprehensive audit of all departments, offices, commissions, institutions, and activities of the Commonwealth, including the General Court and offices held by constitutional officers. The audit must be completed within 18 months and shall be made publicly available. The bill specifies that Section 1, which requires the inclusion of the anti-discrimination component in the State Auditor's audits, shall go into effect within one year after the completion of the comprehensive audit prescribed in Section 2.
