This bill aims to address discriminatory police reporting by creating a private civil right of action against individuals who knowingly make false calls to law enforcement or summon law enforcement officers without reason to suspect criminal activity or an imminent threat, in whole or in part because of a belief or perception about the race, color, national origin, ancestry, gender, religion, age, disability, sexual orientation, or gender identity of the individual or group. The bill also makes it a criminal offense punishable by a fine or imprisonment to knowingly make a false police report or summon law enforcement for these discriminatory reasons, and allows the court to order restitution for any resulting property damage.
