This bill aims to ensure equitable access to behavioral health services for MassHealth consumers, which is the state's Medicaid program. The key provisions require the Division of Medical Assistance (the state agency administering MassHealth) to certify and ensure that all contracted accountable care organizations, health insurers, health plans, and behavioral health management firms provide equal access to behavioral health services, benefits, and medications of comparable quality. The Division must also obtain approval for all behavioral health policies, protocols, and outcome measurements used by these contracted entities. Additionally, these entities must submit their methods for determining reimbursement levels to inpatient mental health and substance use providers, including the range of payment amounts and how they are regularly updated, to the Division and relevant legislative committees.
