This bill, the National Estuaries and Acidification Research Act of 2021 or the NEAR Act of 2021, directs the Secretary of Commerce to arrange for the National Academies of Sciences, Engineering, and Medicine to conduct a study examining the existing science of ocean acidification in estuarine environments, the challenges to studying ocean acidification and its interactions with other environmental stressors in estuaries, and recommendations for improving future research and applying science in management and mitigation decisions related to ocean acidification in estuarine environments. The study will cover topics such as the behavior of the carbonate system within estuaries, the interactions of the carbonate system with other estuarine ecosystem characteristics, how environmental and anthropogenic changes could affect estuarine processes, the current state of data collection and observational infrastructure in estuaries, and the gaps in understanding the socioeconomic and health impacts of ocean acidification in estuaries.
