Bill Summary

AN ACT Relating to prohibiting traffic stops for certain traffic violations; and adding a new section to chapter 46.64 RCW.

AI Summary

This bill prohibits law enforcement officers from stopping or detaining drivers for certain minor traffic violations, such as failure to keep to the right, improper turns, failure to stop at stop signs, failure to dim lights, parking violations, driving without a license, vehicle registration violations, and failure to maintain proof of insurance. However, these violations may still be enforced as a secondary action when a driver has been stopped for a suspected moving violation not listed in the bill. Additionally, the bill specifies that violations related to driving under the influence of marijuana can only be investigated as a secondary action. The purpose of this bill is to limit traffic stops for non-moving violations and reduce the potential for racial profiling and other discriminatory policing practices.
