This bill makes permanent certain provisions of law relating to temporary manufacturing permits for alcoholic beverage production facilities. It repeals the previous temporary permit provisions and creates a new section in the Alcoholic Beverage Control Law that allows the Liquor Authority to issue temporary permits to applicants who have a pending manufacturing license application, have obtained necessary permits and licenses, and have surrendered or abandoned any existing license at the premises. The temporary permit allows the applicant to operate the manufacturing facility while the license application is pending, for up to 6 months with possible 3-month extensions. The Liquor Authority must review and approve or deny the application within 45 days.
