This bill, the Rebuilding Stronger Infrastructure Act, requires the Secretary of Transportation to develop best practices for incorporating resilience into emergency relief projects. Specifically, the bill directs the Secretary to revise the emergency relief manual to include a definition of resilience, identify procedures for states to incorporate resilience, and encourage the use of Complete Streets design principles and consideration of access for low- and moderate-income families affected by disasters. The bill also requires the Secretary to develop best practices for improving the use of resilience in the emergency relief program and emergency relief efforts, provide this information to relevant agencies, and develop a process to track the consideration of resilience and the costs of emergency relief projects. Additionally, the bill amends the cost limitation for emergency relief projects to allow for the incorporation of economically justified betterments, including protective features to increase the resilience of the facility.
