This bill establishes a moratorium, or temporary pause, on the building or placing of any permanent or semi-permanent wind turbines on bodies of freshwater located within the state and under its jurisdiction. The bill also prohibits the construction of infrastructure used to support wind turbines in federal waters or waters under the jurisdiction of other states if that infrastructure enters or passes through New York's freshwater bodies. The moratorium can only be lifted with the consent of both houses of the state legislature by a majority vote in each house, and the legislature may require additional information before making a decision to lift the moratorium.
