This bill, known as the "Fourth Amendment Is Not For Sale Act", aims to prevent law enforcement and intelligence agencies from obtaining customer or subscriber records from third-party data brokers in exchange for anything of value. It amends existing laws to prohibit such agencies from acquiring or using these records or any illegally obtained information, and also limits the ability of agencies to share this information with one another. The bill further restricts the circumstances under which third parties can be compelled to disclose customer or subscriber records, and imposes requirements on intermediary service providers to protect the privacy of their customers' communications and records. Additionally, the bill establishes the Foreign Intelligence Surveillance Act as the exclusive means for acquiring certain types of information, such as location data and internet search histories, for foreign intelligence purposes.
