This bill authorizes the President to impose sanctions on foreign persons who have engaged in significant theft of trade secrets of United States persons, if such theft is reasonably likely to result in, or has materially contributed to, a significant threat to the national security, foreign policy, or economic health or financial stability of the United States. The bill requires the President to submit periodic reports identifying such foreign persons and the nature of their trade secret theft. The sanctions that can be imposed include blocking of property, inclusion on the Entity List, prohibitions on financial transactions, and visa restrictions. The President can waive the sanctions if it is in the national interest of the United States.
