This bill aims to improve and expand the Solid Start program of the Department of Veterans Affairs (VA). The Solid Start program is designed to proactively reach out to newly separated veterans to inform them of their eligibility for VA programs and benefits, as well as connect them to resources that address their immediate needs, particularly during the critical first year after separation from the military. The bill requires the VA, in coordination with the Department of Defense, to collect contact information during transition classes, call each veteran three times within the first year after separation, provide information about the program, prioritize outreach to veterans who have accessed mental health resources prior to separation, and gather data to assess the program's effectiveness. The bill also allows the VA to encourage veterans to provide alternate points of contact and follow up missed calls with tailored mailings. The bill requires the VA to maintain or increase the funding for the Solid Start program each fiscal year, unless increased efficiencies warrant a lesser amount.
