This bill amends the Pennsylvania Consolidated Statutes to further provide for the authority of boroughs and the manner of financing work related to storm sewers and watercourses. It also provides for storm water management plans and facilities for incorporated towns, and further provides for establishing and changing watercourses, flood protection projects, and storm water systems, as well as the assessment of benefits and liens. The bill allows boroughs and incorporated towns to enact ordinances to govern and regulate the planning, management, implementation, construction, and maintenance of storm water facilities, and to assess reasonable and uniform fees to fund the construction, maintenance, and operation of these facilities.
