This bill directs the Director of the National Science Foundation (NSF) to support STEM (science, technology, engineering, and mathematics) education and workforce development research focused on rural areas. Specifically, it provides grants for research and development to: 1) Prepare rural STEM educators, such as by providing professional learning opportunities, developing training resources, and coordinating with local partners to adapt STEM teaching practices. 2) Broaden participation of rural students in STEM, such as by developing partnerships with community colleges, supporting research on effective STEM practices in rural settings, and building capacity for extracurricular STEM programs. The bill also requires the NSF to conduct evaluations and disseminate findings on the funded activities, as well as directs the National Academy of Sciences to study current federal STEM education programming for rural areas. Additionally, the bill makes changes to the Experimental Program to Stimulate Competitive Research (EPSCoR) and the National Institute of Standards and Technology's Manufacturing Extension Partnership to increase STEM capacity building in rural communities.
