This bill, the VA Medicinal Cannabis Research Act of 2021, directs the Secretary of Veterans Affairs to carry out a series of clinical trials on the effects of medical-grade cannabis on the health outcomes of veterans diagnosed with chronic pain and post-traumatic stress disorder (PTSD). The trials will evaluate the effects of cannabis on various symptoms and outcomes, such as pain intensity, opioid and alcohol use, sleep quality, and PTSD symptoms. The bill also allows for the study of additional potential effects, including pulmonary function and cancer risk. The trials will use both control and experimental groups representing the demographics of the veteran population, and the data collected will be preserved to facilitate further research. The bill requires the Secretary to develop an implementation plan and issue requests for proposals within 180 days, and to submit periodic progress reports to Congress over the next five years.
