This bill establishes a competitive grant program called the Railroad Crossing Elimination Program within the Department of Transportation. The program aims to eliminate highway-rail grade crossings that are frequently blocked by trains, improve the health and safety of communities, reduce the impacts of freight movement and railroad operations on underserved communities, and improve the mobility of people and goods. Eligible recipients include states, local governments, tribes, and other entities, and eligible projects include grade separations, track relocations, safety improvements, and other mobility-enhancing solutions. The bill sets aside at least 25% of the funding for projects in rural areas or on tribal lands, limits the amount any single state can receive, and allows for 100% federal funding of planning projects.
