This bill relates to bioheating fuel requirements and bioheating fuel tax credits. It requires all heating oil sold for use in any building in the state of New York to be bioheating fuel (a blend of petroleum heating oil and biodiesel or renewable hydrocarbon diesel) starting on July 1, 2022. The minimum biodiesel content in the bioheating fuel will increase over time, reaching 20% by July 1, 2030. The bill also includes provisions to temporarily suspend the requirements if there is an inadequate supply of biodiesel or it would result in financial hardship to consumers. Additionally, the bill requires bioheat providers to warranty the use of bioheating fuel to the extent and time limits of the manufacturer's warranty for the customer's burner or boiler.
