This bill amends the Solid Waste Management Act to further define "drill cuttings" and add a definition for "exempt special waste." It imposes new requirements for the disposal, processing, and storage of residual waste, including mandatory testing for certain substances like chloride, bromide, sulfate, and naturally occurring radionuclides. The bill also establishes reporting requirements for facilities that receive exempt special waste, and prohibits the storage, processing, or disposal of exempt special waste that is determined to be hazardous. Additionally, the bill makes an editorial change to replace a reference to the "Pennsylvania Bituminous Coal Mine Act" with the "Bituminous Coal Mine Safety Act."
