This bill, the Lead by Example Act of 2021, requires members of Congress and Congressional staff to receive their health care from the Department of Veterans Affairs (VA) instead of the Federal Health Benefits Program or health care exchanges. The bill defines "Congressional staff" as certain employees in the legislative branch and "Member of Congress" as Senators, Representatives, Delegates, and the Resident Commissioner from Puerto Rico. It also defines "non-Department facility" as it is used in the VA's authorizing statute. The bill requires the VA Secretary and the Director of the Office of Personnel Management to submit an implementation plan to Congress by September 15, 2021.
